StarTEC at CSU Bakersfield provided resources for implementing a portfolio-based certification system for ensuring that educators had mastered technology proficiencies at specified levels. The California Technology Assistance Project (CTAP) is a California Department of Education program to promote educational technology in California schools. CTAP Region 8 includes four counties in central California.

CTAP8 adapted the California Commission on Teacher Credentialing Technology Standard (20.5) factors to consider to a checklist of skill sets for technology proficiency expectations for teachers at various levels of professional development. All K-12 schools in Kern County use this system to ensure that teachers have the technology skills needed for effective instruction. CSU Bakersfield adopted the certification system for its faculty as part of its plan to meet the Technology Standard. StarTEC provided training, materials and incentives for K-12 teachers, future teachers, and university faculty and staff to obtain certification. So far, over 100 educators have obtained CTAP8 certification as a result of StarTEC support.
